Responsibilities

What You'll Do:

The Sr. Compliance Manager interprets regulations as they apply to processes, practices and procedures for the Subcontracts and Procurement groups. Manages and resolves compliance problems, questions, or complaints received from customers, government regulatory agencies, etc. This position also provides subject matter expertise in FAR, DFARS, CAS, CPSR requirements, cost/price analysis, subcontract proposal evaluation, and audit support for Procurement and Subcontracts activities.

The role is responsible for supporting and/or performing detailed cost and price analyses for supplier proposals, subcontract actions, modifications, sole/single source awards, and other high-value or complex procurement actions. The Sr. Compliance Manager will be a contributor to policies and procedures to ensure that they are in compliance with the appropriate statutes and regulations and that regulatory reporting requirements are met. May develop and implement programs designed to increase employee awareness and knowledge of compliance policies.

Manages and coordinates a team responsible for the audit of procurement files to the current policies, procedures, and documentation for compliance with government laws and regulations.

Key Responsibilities:

Supports the company’s procurement policy and processes.

Develops and/or provides training as a Subject Matter Expert for the procurement staff and internal customers, assuring the documentation is current and regularly report into management to assure the program is staying compliant as changes come from the corporation or the government.

Responsible for detailed review of procurement documents to ensure compliance with appropriate governmental regulations and Vertex policies, which shall include price/cost analysis summaries.

Prepares written Cost/Price Analysis reports, price reasonableness determinations, negotiation support, and pricing recommendations for Procurement, Subcontracts, Program Management, Contracts, and Government review.

Key contributor with audit preparation and/or audits, both internal and DCMA, DCAA and other Governmental agencies.

Key contributor in development and implementing if any new processes required for a specific program.

Establish applicable guidelines and procedures for compliance review to effect resolution of controversial issues and problems.

Assist with the Review and update policy and procedure manuals and desk aids used by staff and prepare administrative issuances and directive on procurement matters.

Provide assistance and training to staff and serve support in procurement planning.

Be a key contributor to maintaining an approved purchasing system.

Performs and/or reviews supplier cost analysis and price analysis in accordance with FAR 15.404-1, FAR 15.404-3, DFARS requirements, company policy, and CPSR expectations.

Coordinates with Program Management, Engineering, Technical Evaluators, Contracts, Finance, Procurement, and Subcontracts to obtain technical evaluations, labor hour support, BOE support, and other data necessary to complete cost/price analysis.

Provides guidance to Buyers and Subcontract Administrators regarding cost/price analysis requirements, proposal adequacy, supplier data requests, price reasonableness documentation, and file support.

Supports responses to DCAA, DCMA, customer, and internal audit inquiries related to subcontract pricing, supplier cost support, price reasonableness, and procurement file adequacy.

Other duties as required.

Qualifications

Minimum Qualifications

Education:

BA or BS in Accounting or a related field, or an equivalent combination of education and experience (one year of related experience may substitute for one year of education); MBA or advanced business degree desired.

Experience:

8+ years of Finance/Audit related experience at the local, state or federal government level and/ or related Subcontracts/Procurement /Supply Chain Management experience.

Strong working knowledge of FAR, DFARS, CAS, CPSR requirements, DCAA audit expectations, DCMA purchasing system requirements, and Government subcontract pricing requirements.

Demonstrated experience preparing or reviewing cost analysis, price analysis, supplier proposal evaluations, fair and reasonable price determinations, and subcontract pricing documentation.

Working knowledge of FAR Part 15 cost/price analysis requirements, including evaluation of labor, material, indirect rates, escalation, profit/fee, basis of estimate, and data other than certified cost or pricing data.

Experience reviewing supplier proposals for adequacy, reasonableness, completeness, and compliance with solicitation, contract, FAR, DFARS, and company requirements.

Ability to evaluate supplier pricing support, including labor rate schedules, historical pricing, market research, vendor quotes, BOEs, indirect rate support, and technical evaluation inputs.

Ability to identify unsupported costs, pricing inconsistencies, rate discrepancies, cost realism concerns, and areas requiring supplier clarification or negotiation.

Ability to identify opportunities and start/complete objectives without direct manager intervention/supervision.

Ability to research and develop a clear understanding of all processes and procedures related to Supplier Management.

Ability to observe, question, and document processes, possible issues, etc. utilizing a number of skills

Successful track record of working through barriers and delivering results

Skills:

Strong written communication skills with the ability to prepare audit-ready narratives, cost/price analysis reports, file memoranda, corrective action responses, and management recommendations.

Excellent oral communication and presentation skills, including ability to brief leadership, auditors, procurement personnel, subcontract administrators, and program stakeholders.

Strong analytical, financial, problem-solving, and documentation skills.

For this role, the anticipated base pay range is:

USD $ 125,000 - 155,000

This range represents the typical pay for this position across U.S. locations and may vary based on factors such as job‑related skills, experience, qualifications, and work location. The exact starting salary will be determined by these factors and may be outside this range in certain cases, consistent with applicable law.

Minimum requirements
