About the role
Under the direction of the Regional Manager Paratransit/Vanpool or designee, the Division Manager, Paratransit is responsible for oversight of each respective Project Scope of Work for the various paratransit services in the Pace service area of Cook (including the City of Chicago), DuPage, Kane, Lake, McHenry and Will Counties.
This includes implementation of ADA Paratransit services and non-ADA locally based services, oversight of contracted services, ensuring compliance of all federal, state and local laws and regulation, adherence to federal grant requirements, procurement of services, development of data reporting instruments for project assessment and planning, collaboration with local representatives, local stakeholders and community leaders to achieve coordinated Paratransit services in the region.
The Division Manager is a Pace liaison at public meetings, internal and external meetings including municipalities and public officials in various capacities. Essential functions include:
Managing the daily operation of services and report to the Deputy Executive Director.
Coordinating the development of all reports for service monitoring, project analysis, grants, Pace upper management and Board of Directors, Medicaid, FTA, NTD, etc.
Make recommendations for operational changes; Make recommendations for software improvements (Oracle, SharePoint) and changes; Assist with implementation of Trapeze software, equipment and features, including training; Assess contractor performance data and make recommendations for service.
Assisting internal departments with issues related to paratransit services- Accounting, Marketing, Planning, Purchasing, IT, and Human Resources.
Training and developing staff as appropriate. Provide resources and counsel on best practices.
Assisting staff and provide technical assistance to all community coordination projects, including, but not limited to, Ride DuPage, Ride-in-Kane, Will Ride, Central Will, SW Will, Ride McHenry, NW Lake Demo, Central Lake Expansion, and TRIP.
Research, develop, plan and implement best practices for coordinated call center projects. Research and develop state-of-the-art practices for the delivery of efficient, safe Paratransit service.
Directing and managing department functions of 47 direct reports.
Performing other duties as assigned.
Qualifications
Education:
Must have a Bachelor’s Degree in Transportation Planning or Administration or Logistics or equivalent experience.
Experience:
Must have seven (7) years’ experience in management of Paratransit or demand response transportation experience in similar service components.
Proficiencies:
Must demonstrate intermediate proficiency with Microsoft Office applications including Outlook, Excel, and PowerPoint.
Must have strong customer service skills and be detail-oriented. Must have experience managing vendor relationships.
Experience with Trapeze transportation scheduling and routing software, including Viewpoint Dashboards, ParaCutter, Itinerary Planner, and Pass-Web, is preferred. Experience with electronic fare payment systems, Interactive Voice Response (IVR) systems, Mobility as a Service (MaaS) platform, Oracle and Apex databases, and Adobe Acrobat is also preferred.
Must be able to work with large and complex datasets to evaluate service performance, measure progress toward project goals, and effectively manage multiple concurrent projects.
Ability to analyze cost trends and project-specific data to support budget management and local service initiatives. Must be capable of interpreting contracts and agreements to ensure compliance with Pace policies and applicable federal, state, and local requirements.
Strong analytical and mathematical skills are required to manage project budgets, invoice local partners, process vendor payments, and assist with annual budgeting and forecasting activities.
Must be able to handle confidential and/or sensitive information in a professional manner.
Physical Requirements:
This role requires sitting for extended periods, typing on a computer, and attending meetings. Must be able to lift objects weighing up to 50 pounds.
Working Conditions:
This position is based in an office setting, with standard office equipment, including a computer, phone, and desk space. Work is seldom performed in an outdoor environment with exposure to inclement weather, toxic fumes, moving mechanical parts and loud noises.
Salary
M2 Full Salary Range: $84,574-$194,116
Salary Midpoint: $139,345
Anticipated Starting Salary Range: $111,959-$139,345
