The Blue Cross Blue Shield Association (BCBSA) is a federation of 33 independent, locally operated Blue Cross and Blue Shield companies that together provide health insurance coverage to more than 115 million Americans. It serves as the coordinating and licensing body for the Blue System, one of the largest employer groups in the country when member plans are combined. Formed in 1982 from the merger of the Blue Cross and Blue Shield associations, BCBSA is headquartered in Chicago, Illinois.
