Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.  Please Note: This is an Independent Contractor position with Amentum, it should not be considered an employment relationship with Amentum. POSITION SUMMARY: Amentum is currently seeking a qualified candidate to serve as a Customs Enforcement Advisor. Location: Remote but must reside in the DMV. This position will be responsible for providing project management, strategic planning, and subject matter expertise in support of U.S.

strategic trade control assistance, with a focus on export controls, cargo security, and effective customs practices. The candidate will be working as an ICITAP advisor to strengthen the capacity of East Asia Pacific region and should be capable of performing the required skills and qualifications as stated in the respective job description. The engagement will last approximately 12-18 months, with an estimated 3-5 foreign assistance events per year.

JOB DUTIES AND RESPONSIBILITIES: Provide expert guidance on strategic trade control (STC) implementation in customs, in topic areas including (but not limited to) targeting and risk analysis, non-intrusive and intrusive inspection, and seizure of illicit goods; or expert guidance on STC enforcement through investigations and pursuit of administrative and/or criminal penalties. Conduct assessments of proliferation risks, customs STC implementation, enforcement capabilities, and adequacy of legal/regulatory frameworks for STC enforcement.

Develop and deliver in-person and/or virtual training, including all relevant materials, on topics such as proliferation threats, trends, vectors, and typologies; dual-use technologies; export control frameworks; and STC implementation and enforcement. Provide expert consultation to partner governments and develop and execute strategies to strengthen coordination and collaboration among ministries, customs authorities, industry stakeholders, and enforcement entities.

Draft relevant artifacts for assistance recipients such as memoranda of agreement/understanding, concept models, standard operating procedures, operational checklists, organizational charts, position descriptions, and strategic communication plans and products. Plan, organize, and lead stakeholder coordination meetings, including for USG interagency (as required) as well as for recipient country organizations. Write detailed after-action reports documenting findings, issues, analyses, and recommendations for future actions by both the assistance recipient and the assistance provider.

REQUIRED SKILLS AND QUALIFICATIONS: Minimum 10 years of experience in customs inspection and/or STC enforcement. Demonstrated experience managing complex, multi-stakeholder projects, including planning, execution, monitoring, and reporting Strong knowledge of U.S. STC policy and international frameworks related to export controls, cargo security, and customs enforcement Experience working with U.S.

government agencies, international organizations, or foreign government counterparts Proven ability to develop and implement strategic plans and translate policy objectives into operational programs Excellent written and verbal communication skills, including the ability to produce reports, briefings, and policy documents for senior audiences Strong organizational skills and attention to detail, with the ability to manage multiple priorities under tight deadlines Experience delivering training, workshops, or technical assistance programs Ability to travel internationally, including to

countries in the East Asia Pacific region undefined DESIRED QUALIFICATIONS: At least two (2) years of experience in STC-related customs and/or enforcement training development and delivery. Fluency in Spanish, Arabic, or Russian. Experience engaging in the private sector on STC-related topics, including customs compliance, STC compliance, and enforcement. At least three years of experience working with and/or mentoring foreign customs and STC enforcement personnel. Regional expertise or prior work experience in East Asia and the Pacific and Latin America.

Familiarity with international export control regimes (e.g., multilateral control regimes) and customs standards (e.g., WCO frameworks) Experience designing and evaluating capacity-building or security assistance programs Knowledge of cargo screening technologies, risk management systems, and modern customs practices Prior experience working in or with government agencies responsible for border security, trade compliance, or law enforcement Foreign language proficiency relevant to the East Asia Pacific and Latin America region Experience coordinating inter-agency or international initiatives

PMP (Project Management Professional) or similar project management certification Demonstrated ability to work effectively in cross-cultural environments and build strong international partnerships Compensation Details: $185/hour The compensation range or hourly rate listed for this position is provided as a good-faith estimate of what the company intends to offer for this role at the time this posting was issued.
